Hungary to Introduce Ban on Discounts on New Books
The government has prepared a bill on fixing prices for books, in which publishers would fix the price of newly published books for a period of one year, so that during this time it would not be possible to give a discount to the shop from the price determined by the book publisher or importer.

If the book is not published in Hungary but at least 50% of its total sales are made in Hungary, the fixed price should also apply.

The government announced the plan last Friday, setting a deadline of March 30 for public consultation.

The bill could be passed by Parliament in April and enter into effect from September 1.

Like similar regulations in other EU countries, the bill aims to protect new publications by preventing price changes without publisher consent.

The one-year period would apply if the book has not been published in Hungary for at least three years.

The proposal covers various publications, including e-books and sheet music, but excludes second-hand and educational textbooks.

Despite exceptions for publishers, the proposal imposes strict regulations, limiting discounts to employees and restricting deviations from fixed prices to 10%.
